Assessment conclusions by international authoritative cosmetic safety assessment agencies:

ABSTRACT: The Cosmetic Ingredient Review (CIR) Expert Panel (Panel) assessed the safety of brown algae-derived ingredients; 82 brown algae-derived ingredients were found in the in the web-based International Cosmetic Ingredient Dictionary and Handbook (wINCI; Dictionary), however, several of these ingredients may be equivalent according to accepted scientific names. The Panel reviewed the available data to determine the safety of these ingredients, which are frequently reported to function in cosmetics as skin-conditioning agents. Impurities, particularly arsenic, may be present in these ingredients. Industry should continue to use good manufacturing practices to monitor and limit these possible impurities. The Panel concluded that 68 brown algae-derived ingredients are safe in cosmetics in the present practices of use and concentration described in this safety assessment. The Panel also concluded that the data are insufficient to determine the safety of the remaining ingredients under the intended conditions of use in cosmetic formulations.njgociinl

CONCLUSION: The CIR Expert Panel concluded that the following 68 of the 82 brown algae-derived ingredients are safe in cosmetics in the present practices of use and concentration described in this safety assessment.
SARGASSUM PALLIDUM EXTRACT*, CLADOSIPHON NOVAE-CALEDONIAE EXTRACT*, KASSOU*, PHYLLACANTHA FIBROSA EXTRACT*, MACROCYSTIS PYRIFERA (KELP) PROTEIN*, LAMINARIA CLOUSTONI EXTRACT*, ECKLONIA KUROME EXTRACT*, FUCUS VESICULOSUS POWDER*, CYSTOSEIRA TAMARISCIFOLIA EXTRACT*, SARGASSUM FULVELLUM EXTRACT*, SARGASSUM FUSIFORME EXTRACT*, HIZIKIA FUSIFORME EXTRACT*, HALOPTERIS SCOPARIA EXTRACT*, SACCHARINA ANGUSTATA EXTRACT*, SACCHARINA JAPONICA EXTRACT*
*Not reported to be in current use. Were ingredients in this group not in current use to be used in the future, the expectation is that they would be used in product categories and at concentrations comparable to others in this group.njgociinl
